Paul Jacks, Director, BayPrep - Paul Jacks comes to the Fritz Institute after retiring from 31 years of service to the state of California. Most recently, Mr. Jacks served for eight years as an appointed Deputy Director in the Governor?s Office of Emergency Services (OES) under Governors Davis and Schwarzenegger. As a Deputy Director, Mr. Jacks had, at various times, overall executive management responsibility for the office?s preparedness, response, recovery, and mitigation operations.

Mr. Jacks possesses extensive disaster-related experience having served as a state Public Assistance Officer, Governor?s Authorized Representative, or State Coordinating Officer for the state of California for more than 30 federally-declared disasters including the Whittier Narrows Earthquake in 1987, the Loma Prieta Earthquake in 1989, the Cape Mendocino and Landers Big Bear Earthquakes in 1992, the Northridge Earthquake in 1994, and the San Simeon Earthquake in 2003.

In addition to working for OES for almost 20 years, Mr. Jacks held other supervisory and management positions in the state?s Employment Development Department (EDD) and the California Conservation Corps (CCC). He also worked as a projects officer for the Catholic Relief Services (CRS) in the Kingdom of Lesotho in southern Africa and as a project supervisor for Operation Crossroads Africa in the Republic of Liberia. In 2003, Mr. Jacks received the California Emergency Services Association President?s Award for outstanding contributions to emergency management in California.
